Constantly running a car on an empty tank is never going to solve
the problem.

Visas for those with skills exist.  Not an unlimited number.
And only good for a certain amount of time.

When the Republicans had a majority in the House, the Senate
majority passed a bill for comprehensive immigration reform by
unanimous consent.  The bill was then sent to the House, in
which the House leadership refused to allow a vote to be held.

Now that the Democrats have a majority in the House, the
Senate leadership will never allow a vote to be held if the
House passes a bill for comprehensive immigration reform.

That way, Donald Trump can always blame the Nancy Pelosi
and the Democrats for all his problems, rather than Mitch
McConnell and the Republicans.
