Up to now, the focus has been on keeping families together.
If an immigrant is admitted, then his spouse and children would
also be allowed to immigrate.  With chain immigration, that would
become the exception rather than the rule.

Since more whites are better educated than non-whites, then
more white folks would be allowed to immigrate than non-whites.
Therefore, Donald Trump is a racist.
