It did not.  The western counties of Virginia seceded from that state 
and were admitted - contrary to the provisions of the US Constitution 0-
as a separate, new state.

Los Angeles got one of its pet judges to remove that measure - to split 
California into three states - from the ballot.  That measure would 
have passed by a wide margin in every part of the state except Los 
Angeles.

That caused a war that the South lost - despite Mr. Lincoln's claim, 
made in an 1848 speech, that states had the right to do exactly what 
the South did.  Apparently after he got into power he changed his mind.
