It's a 'territory.'  As are Samoa and the Mariana Islands and a couple 
of Caribbean islands.

Hawaii used to be a territory until it was granted statehood in 1959.  
Hawaii was in independent kingdom until the US illegally conquered and 
annexed it in 1898 because the Hawaiian government wouldn't let the US 
navy build a base at the mouth of the Pearl River (said base is now 
known as Pearl Harbor).  That's pretty much what Putin did to Crimea a 
couple of years ago
