California calls those customs stations 'agricultural inspection' 
stations, that gets them around the Constitutional ban on interfering 
with interstate commerce.  The last few times (most recently in 1994) I 
was in California I was not stopped at the border (on I-80), but in the 
very dim past I was (on US-99 and on US-95)
