Virginia split itself into two states.
Texas can split itself into multiple states.
California can split itself into multiple states.

States can leave and become an independent state.
This has happened before.  And can happen again.

A municipality can become a state.
A territory can become a state.
A banana republic can become a state.
Another country can become a state.

Who is to say how many states the USA can, or cannot, have?

There is no number specified in the US Constitution.

Maybe the USA should simply be one big state.
That way, in order to leave, the state would have
no choice but to secede from itself.
