That is common, not just in New York, and has been happening for
years.  Problem is, there are now too few public facilities they can
go to, as states have closed most of them down due to budget cuts.
That leaves only private facilities, which are too expensive for
those without insurance.  Along with those whose insurance has run
out.

It is a medical condition.  Rush Limbaugh had a problem with this,
and needed help.  This affects both rich and poor, and makes no
distinction between race or gender, etc.  Rather than blame the
person, look at how to treat the medical condition.  If someone
has a toothache, the solution would to help him/her find a dentist.
Same thing for those who have a problem with addiction.

Sugar causes tooth decay.  Should we ban sugar?
Pain pills cause addiction.  Should we ban pain pills?
Cigarettes cause cancer.  Should we ban cigarettes?
