What cockamamie bullshit.  It is just an excuse not to pay out
what should be paid.  The real issue is access to quality health
care.  Until this country does away with its healthcare for profit
system, problems will remain for lots of folks.  Not just those
who are dependent on welfare, but for everybody.

If you are not insurable, it is impossible for you to make enough
money to survive on.  No company or business will hire you because
you are uninsurable.  Insurance companies slap on riders so that
you could never afford coverage on your own, so your only solution
is to beg government for help.

Lots of people are homeless, taking their own chances without
having insurance.  When they get sick, they just go to a clinic
and get what they need.  Assuming they are healthy enough to
get there, and can find a ride.

Some of those homeless are luckier than others, having a small
pension for being a veteran.  At least they can afford to live
in a box, rather than on a bench.  When they get sick, they can
go to a VA hospital, and also get their drugs for free.
