I just read an article about Elon Musk planning a factory close to Berlin. He's 
expecting production to start in 2021. Does this work anywhere in the western 
world?
A zoning plan does exist, the land-use plan was created 20 years ago and a 
forest has been growing on that land since then. It's going to take almost half 
a year to get the permit though every goverment office and then he's going to 
meet some tree-huggers - literally. If they do not only chain themselfs to the 
trees, but manage to find some nearly-extinct insect and file a lawsuit, it 
might take another two years just to get a permit for removing the trees.
