Cash for Clunkers was wonderful for the rich and upper middle class.  We got to
turn over out old cars and buy nice new ones.

Unfortunately, the lower classes got screwed since they BUY all those old cars
- since they can't afford new ones.  So they had to keep their old, gas
guzzling, overly poluting cars even longer.
