The FBI was (and is supposed to be) independent of the White House (but no longer seems to be so). Obama did not order the investigation. And Obama certainly did not ask a foreign country to investigate his political rival like Trump has now done multiple times. Again, the FBI and Justice are supposed to be independent, not directed by the White House. In fact there are rules in place that say that the President is not supposed to even contact Justice except through the White House Counsel.
