Namely, try to reopen a closed investigation into things that might help him win the next election. Even if there were no quid pro quo exchange explicitly asked for, it was implied. And even if it were not implied (it was), asking for something from a foreign government that might help him get elected would be against federal law (which Trump does not believe applies to him).
