This is Belgium.
 
Proof of insurance must be in the car. There are mobile police units setting up 
roadblocks everywherem stopping people, checking registration, insurance, 
annual safety check record, driver license, driver identity...
 
No insurance? Vehicle will be towed away and 'C U in court'.
 
You can count on it that everyone gets pulled over at least once a year.
