According to this help "fixutil describe -?", it should overwrite descriptions 
by default. I didn't test.

   FIXUTIL Describe [d:\path\filename.ext]

Parameters:

   -RemoveGroup  Remove group names from descriptions
   -NotOverWrite Do not overwrite any existing fileecho descriptions
   -EchoList     Specified file has fileecho list format as exported
                 by ASETUP ([fileecho] [description]).

   This command imports the file echo descriptions from a standard
   FILEBONE.NA file. It will also update the RAID flags for each
   fileecho. The format of the FILEBONE.NA file MUST be as follows:

   Area [file echo]   [sec level]   [flags]   [description]

Example of FILEBONE.NA file:

Area BACKBONE   0   !   National: Area Lists of FidoNet BackBone <others Too!>
Area SERVICES   0   !   FDN: File Distributuion Networks Joint Newsletter
