When a College gets an avalanche of ignorant morons instead of the students
they are expecting, they are forced to lower their standards.

If the Engineering College starts getting students who left High School
ignoring what the Moment of Inertia of a body is, they will have to adapt theirplans. They won't be able to assume students know it and will have to teach it
themselves.

This is the reason why you have 2nd year College students who are still
learning the basics.
