The telnet protocol (and many telnet clients) includes a method to tell the server whether or not to "echo" back what it receives from the client.

As you can see from that specification, the default is not to echo:
3. Default

   WON'T ECHO

   DON'T ECHO

      No echoing is done over the TELNET connection.
