Try shelling to a command prompt with the ;shell sysop command and see if 'unzip' runs without specifying the path to it. As for the files, yes, I know "DIGDIST.qwk" is the. QWK and REP files are usually ZIP files. My question to you was: Did you check the file to see if it's a valid ZIP file?
