You don't technically "need" echocfg at all, but if you're going to use SBBSecho as your echomail program, then it's a nice thing to have/use. There used to be a lot more options for FTN echomail programs to be used with Synchronet/SMB (in which case, echocfg would not be relevant), but those other options have all pretty much dried up.
