Some programming languages & technologies do have "evangelists", and even people who call themselves that (I know of someone who at least used to work for Microsoft as a "tech evangelist").  However, the recent threads about Rust is the first time I've heard about any conspiracy theories about tech evangelists wanting to control things by recommending Rust.  I always thought tech evangelists simply liked certain technologies (and usually there are good reasons to like some technologies, as they do have their own advantages).
