Packet drivers for several network cards of the era are available, as well the guy who made Trumpet Winsock back in the Windows 3 days also made a socket library you could use. The documentation is pretty good if you know a little assembly. People seem to like mTCP as well. That said DOS in general never came with that functionality so you'd be expecting a very limited group to actually configure everything to use what you wrote (and nobody on Windows without VirtualBox). ....
