it would seem they're allowed to get away with it from a practical standpoint
... running two sets of coax cabling everywhere would be crazy, DSL piggybacks on the phone system but it's still entirely local and single-provider (even if in your area multiple companies are allowed to re-sell it).. afaik fiber is pretty much end-to-end to.. can't really just say "hey, run the fiber from my house over to a different isp" .. fiber sits in an price bracket where it's
almost too expensive to offer so you're probably lucky if you have one in the first place..
