My downtown/business area does not (and apparently cannot) have  
fibre, but the side-street on the edge of the downtown core that  
serves a few homes and the hospital a few hundred meters away has  
it.  What happened was that the side-street that serves the homes  
and hospital was "torn up" along the curb or shoulder one summer and  
new cabling was installed. It would seem to be infeasible to tear up  
the sidewalks and the downtown core to lay down fibre.
