Mine's not much more than that (20Mbps ~= 2.5MBps).  Most users don't 
use much upload, so ISPs use many more channels for download vs upload. 
You can always get a dedicated symmetric connection, but those aren't 
cheap.  I get 200mbit down, 20 up.
