I don't trust > human's goodwill in the long run, but I hope charity can help us short term. As long as the economy doesn't completely collapse, I think we can rely on the goodwill of others. There are plenty folk out there volunteering their time and/or money to help those in need. I don't think WE, as a collective people, are less benevolant than the government. I think that with the projected second wave of COVID-19, etc... things are going to get really tough for those who are particularly vulnerable so those who care will have to step up and do even more to assist those in need.
