I have spoken earlier about this. In order to achieve a totalitarian state, whether benevolant or not, there will have to be a transitional period. This transitional period will be a period of crisis and conflict followed by normalisation of the new way of life, which is dictated by the new regime. I am not advocating anything by the way...
