Nothing to do with racial differences, these are human differences that are
spread throughout different populations.  It refers to autism, ADHD, dyslexia,
and a number of other neurological differences.  These people often have out of
the box ways of solving problems, that 90% or more of the population would
never have thought, and most of the remaining 10% probably wouldn't have
ither.
