The Borg Queen was a cheap plot device to place a singular face behind an
otherwise decentralized enemy.  I also never understood the importance of
recovering components of deactivated Borg.  If anything it would be better if
disconnected Borg would self destruct as a means to sever themselves from the
matrix.
