It' happening on my newest laptop, a T540p Thinkpad:

KB4535102 failed 2020-01 Security and Qual Rollup for .NET
KB4524752 failed 2019-10 Update for Win7 x64
KB4516065 failed 2019-09 Monthly Qual Rollup


I suppose these things can be downloaded individually outside  
the WUA system, and installed manually?
