In Australia, it's 3 nautical miles from an active airport that you can't fly. 
And you can't fly over 400 feet, or out of line of sight without special
qualifications.  I won't go into details, but CASA have made the regulations
readily available.  They also put out an app, so you can see if it's legal to
fly where you're intending to fly.  The app also has the regulations included.
