You can use DSDPLUS software with SDR Dongle software like SDRSHARP software to listen and decode P25 and Digital radio signals normally as data to audio using DSDPLUS and a VB Audio Cable Driver, I got this off of YouTube. https://www.youtube.com/watch?v=JQZC52z0hIw or you can google it :)
