In my area, people are basically brought up with or without guns. Those of us raised with guns were taught how to use, store, etc. Those without that kind of raising? Sure - they could use it. I know schools now teach driver's education - we didn't have that when I was in school, but I still took a test to get a driver's license. I did NOT take a test to own a gun, and I think the 2nd amendment allows me to OWN. I DID take a test and submitted myself to finger-printing and a background check to get a license to CARRY a gun on my person. .... Warning! Tagline thieves abound.
