I'm in Tennessee. I can sell to someone else, or buy from someone else, with no FFL involved. The only encumbrance is if I KNOW they are not allowed to legally own it (minor, felon, etc.). For out of state, a handgun has to go to an FFL for them to pick up, and the same if I buy one from out of state. Not sure about a long gun... As for in state from a dealer, we have TICS - Tennessee Instant Check System. For a $10 fee, you fill out a form 4473 (I think it is - don't quote me) and the dealer either calls it into Nashville or they submit it electronically. You USUALLY get a response in MINUTES, then you make the purchase and carry it home with you! .... A mind is a terrible thing to ugh...
