i think i actually found the culprit in grabbag.js:

if(user.is_sysop || dk.system.mode === 'local') {
        // allows for sysop to always
        // be able to play for testing IGM
        // player.sex = 'M';
        // remove this, it is only for testing M/F
        player.forest_fights = player.forest_fights + 1;
        player.hp = player.hp_max + 1;
        b.can_play[player.Record] = true;
}

i am the sysop on my instance so this does feel like cheating :(.
