Long story short: the standard was vague enough that you could purchase a
movie distributed as a Blu-ray and not be able to play it on a commercial
appliance the first years.

Also there was a lack of diversity of software players capable of coping
with it so if you had an old computer there was no incentive at all to take
the steps necessary to upgrade and install a Blu-Ray capable player when you
could still consume DVDs or digital downloads.
