That reminds me of how Portland, OR has gotten worse in recent years.  People generally wouldn't have felt this way years ago, but there have been significantly more incidences of unsafe activity in Portland, including vandalism of companies' buildings, causing some companies to decide to close their Portland locaitons.  Reduction in police funding over the last few years may have something to do with that.
