I think that in nearly all cases like that, the person who has a degree is likely partly/mostly at fault for their predicament. What I mean is that the person likely has a "degree" in something relatively useless, such as fashion/art/performing arts, or maybe "ethnic studies". Not that some of that isn't needed in society, but is not in high demand and there are few jobs in those fields. Get a degree in medicine/engineering (any flavor)/business, and you won't be in that situation. It's a case of "buyer beware". ....
