But I could make the argument that:
1. The gov't employed most of the actual experts (as opposed to the fake ones
that we see today) in nuclear science.
2. Even bureaucrats understand that making your constituents glow is bad for
their political career.  i.e. they know to keep their nose out of it and let
the experts run things.
