This is a generalization, but the upper class families tend to have less kids 
than the poor families that rely on goverment assistance.  Bringing in
immigrants from countries that are known to have larger families is a limited
strategy. Once they become assimilated into the mainstream culture, the
better off newly naturalized citizens will follow the norm and have less
children.  Bringing in people in order to bring in more people makes little
sense unless they invest and contribute to the system rather than feed off of
it.
