There quite quite definately an expectation that as member of the EU, you would be an open society. This has been stated more explicitely by US officials about Europe. Any European country wanting to avoid demographic replacement would be considered a pariah. This probably explains in part the rise of populism and the far right, as they are the ones addressing this issue and offering solutions.
