We get to choose who comes and there was a deliberate change in immigration policy in both Australia and the US. In the US it was the 1965 Immigration Act, in Australia, the removal of a similar policy a little later. I think people knew the social change that would be brought about from changing these policies, because no politician has admitted the consequences were unforesseen, or these changes should be reversed as a result. It has always been discussed as if these changes should happen, and are part of the march of history. There is indeed pressure on other Western countries to follow suit, so one can see how conspiratorial explanations develop.
