That part is certainly not untrue.

This part is the part that (usually, in the US, left-leaning) people claim
is untrue... that there is any government policies that are causing or
excellerating the effective replacement.  I am not certain that it is
untrue, either, but that is definately something where pointing out the
possibility that it is true will certainly get you labeled as imappropriate.
