Something people often forget is that you can manipulate the meaning of images
without rigging the image itself. You just manipulate the context.

Any news agency can pick an old clip from the archives of a guy beating another
guy and attatch any headline to it. That's very useful when you want to sell a
particular sort of story. If your magazine is selling fear from dogs, you just
get a picture of a dog attacking some guy and forget to mention the dog is
defending an old lady from a mugger.
