I'd love to have a backup food production plan, more concerned about 
obtaining water for said crops when SHTF.

I suppose a rainwater catch system is required. I seem to recall one of the 
US states claiming that rainwater reclamation on your own land was illegal 
because the water belonged to the state's water table, or some such 
nonsense.
