MOst likely they will start soft-removing (aka taxing to death) vehicles they dislike and then proceed down on the rest of vehicles until regular people cannot use a vehicle for personal use anymore. The transition is a decade long plan. They started a year ago or so by impossing impossible speed limits and removing parking areas in the cities who are on board with the idea, as to make it impractical to use a car in them. Some cities have gone bonkers, turning some vital roads into single lane avenues so traffic is deadly slow and a car is no use. The fun part is most people I know are not on board with the idea.
