True, except for your second statement.  Keystone XL was to bring in approximately 830,000 bpd of heavy crude (Reuters, January 22, 2021).  At the same time, we were importing 3.8m bpd from Canada, therefore, Keystone XL would have continued the trend of oil imports from Canada that were already being handled through the expansion of other pipelines from Canada to the US.  "We will be over-piped assuming the other pipelines go ahead on schedule...you can make the argument KXL was not needed." (Mark Oberstoetter, same article).

Further, clarification of facts.  The US imports 5.88 million bpd while exporting 8.5 million bpd to approximately 174 countries and 4 US territories (EIA, September 20, 2021).  Therefore, your "facts" are entirely wrong, sorry.
