I think those are benefitial for even local positions.

I mean, lots of Spanish mayors sit on their thrones for decades, and when they
are removed, decades of accumulated corruption are discovered.

Being an eternal, inamobible force gives people the perfect scenario to partake
in all sort of illegal activities, since the evil powers that be know those are
the guys they need to bribe to go through with nefarious plans, and that they
can't wait out their term to expire.
