Governments usually do budget money for separate "pots," even within the
same agencies.  That said, if you have a domestic pot that is empty, and
another pot in the same agency for immigration and/or foreign governments,
it would be very good policy to have something in place to divert money to
the empty domestic pot.

No problem.  I found that link a month or so ago when I was reading an
article about New Orleans 2013 hurricane victims.  I found some of the
"facts" to be dubious sounding but, as it turned out, there was some truth
to them after all (per FEMA even!).
