Governments usually do budget money for separate "pots," even within the same agencies. That said, if you have a domestic pot that is empty, and another pot in the same agency for immigration and/or foreign governments, it would be very good policy to have something in place to divert money to the empty domestic pot. > Thanks for the reply and the info!
