That is why I used "supposedly."  The citations I have seen for it are not
from what I would call typically reliable sources... they are sometimes
right and sometimes not.

In a specific case of it happening in New York, the NY Post claimed it was
true, while Military Times claims it is false.  I would tend to believe the
latter.
