I can't say I remember if I've ever called someone that, but generally I avoid using that word.  And even so, and even if peoples' skin is thinner these days, I don't think that justifies mocking a disabled person, or makes it appropriate in any way.  IMO it's a piece of shit thing to do, and doesn't make me feel good about voting for him.
