I set up a Virtualbox instance of an older version of debian (actually devuan)
that is cli only and is just old enough to have the proper version of
dosemu and the kernal to allow TW2002 to work.  As best as I can tell, you
also have to run the BBS on that Virtualbox instance (unless you are setting
up TWGS, maybe?).

I tried different ways and that was the only way I could get it to work.

I am using Devuan Jessie and dosemu 1.4.0.7+201301 under Virtualbox 5 on an
Ubuntu 18.04.4 box.
